Naval Architect

Job Description / Responsibility

The Naval Architect will work in close collaboration with Chief Technical Advisor (CTA) of project UTF/BGD/040/BGD “Emergency 2007 Cyclone Recovery and Restoration Project – Component A” (ECRRP) with offices in Dhaka and Barisal, Bangladesh, and will facilitate the implementation of the Capture Fisheries sub-component of the project. He/she will work under the operational supervision of the FAO-Representative in Bangladesh, the technical supervision of the FAO Chief Technical Advisor (CTA) and the FAO international Naval Architect and in very close collaboration with the Department of Fisheries (DoF), the FAO Capture Fisheries Specialist and the FAO Sub-components’ Implementation Cell Team Leader. The Naval Architect may also be assigned to relevant tasks under selected components of the project as decided by the CTA and the FAO Representative.
Scope of Work: Assist CMCU and the Department of Fisheries (DoF) to improve the existing designs of small fishing boats for increased mobility and improved safety at sea and build the capacity of local boat builders to adopt the new technologies.
Duties and Responsibilities
Tasks:
The Naval Architect/Boat Building Supervisor will be responsible for the following tasks:
Assist the FAO international consultant Naval Architect to review the designs of traditional coastal and inshore fishing vessels (un-motorised and motorised) and improved designs recently introduced by national institutions such as the Bangladesh University of Engineering and Technology and Bangladesh Army.
In collaboration with the FAO international consultant Naval Architect, assist DoF to prepare designs of un-motorised and motorised fishing boats constructed from local materials suitable for groups of small-scale fishers from the cyclone-affected area. The design of boats should address the safety of the crews while the motorised boats should be able to fish outside of the five metre depth curve, alternatively 5 km from the shore.
In collaboration with the FAO international consultant Naval Architect, train counterparts from DoF, Bangladesh University of Engineering and Technology and other marine engineering institutions in the principles of the new designs and guidelines for construction of the improved boats.
Assist the Capture Fishing Specialist and DoF to select local boat builders (through acceptable procurement rules) that will: (i) benefit from training in new boat building designs under the Fisheries Sub-component; and (ii) on the satisfactory completion of prototypes, be given orders for the procurement of addition boats for distribution to groups of landless fishers.
Design an “on the job” training programme and train selected local boat builders in the construction of the improved fishing boats, monitor the quality of works, and assess the capacity of the builders to supply the Fisheries Sub-component with fishing boats.
Prepare a manual in the construction of improved fishing boats for coastal and riverine fishing in the cyclone-affected area of Bangladesh.
Duty Station: The Sub-component Implementation Cell, Barisal with travel throughout the cyclone-affected areas of south-western Bangladesh.

The Naval Architect/Boat Building Supervisor should be familiar with the small-scale seasonal coastal and riverine capture fishing practices of landless fishers in southern Bangladesh. Work Experience:
Essential: A minimum of 10 years of relevant experience and technical work in naval architecture and within the context of capture fisheries development and post-disaster livelihood recovery projects addressing the improved mobility of fishing vessels and safety at sea.
High level managerial, supervisory and analytical skills with demonstrated ability to carry out requested tasks and to exercise sound judgement.
Desirable: Analytical and negotiating skills. Ability to work under pressure in an independent manner within an inter-disciplinary team of personnel with different educational backgrounds and cultural orientations. Capacity to support the professional development of the national professionals in the team and to work effectively with the International Chief Technical Advisor (CTA). Ability to communicate in a credible and effective manner and to represent FAO where appropriate. Previous experience in UN agencies is a strong asset.
Languages:
Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required.
IT Skills:
Excellent operational knowledge of the functionality of standard office software such as MS Windows and MS Office.
